ECOWAS Regional Electricity Access Initiative
Electricity Access in West Africa
The project is a regional initiative to speed up the use of stand-alone solar solutions in ECOWAS and neighboring countries, expanding electricity access for homes, public services, and productive activities by improving policies, building national capacity, and attracting private sector participation.
Independent Midterm Review
KCI served as the independent agent conducting the midterm review, with a specific focus on how the regional and national implementation arrangements were functioning in practice. Our work assessed implementation efficiency, disbursement performance, coordination among ECOWAS institutions and national PIUs, and the adequacy of M&E and reporting mechanisms.
Actionable Recommendations
The review generated a prioritized set of actionable recommendations to help the program accelerate delivery in the second phase; including clearer institutional roles, streamlined reporting lines, improved support to national units, and targeted capacity-building measures.
